The Tokyo Metropolitan Government Building offers its 45th-floor observation decks for free although the view isn’t as 360-degrees since the building has two towers. Mount Fuji, Tokyo Skytree, Tokyo Tower and a majority of Tokyo’s skyline is visible on clear days.
